Introduction
It’s been more than 25 years since the Rehabilitation Services Administration, a federal agency, commissioned a study of the effectiveness of the state federal Vocational Rehabilitation (VR) system; a national system which assists individuals with disabilities to obtain and help maintain employment (Martz, E. & Xu, Y.J, 2010). In previous times, there has been a significant struggle within the employment market for those who are disabled. As in the past, placing individuals with disabilities continues to be a considerable problem for this community and has psychological, economic, and social implications. As well, unemployed individuals with disabilities are left out of opportunities to build professional and social relationships. Approximately 2.7 billion dollars in federal grants are paid annually to state-governed Vocational Rehabilitation programs and funding these programs has been designated to help people with disabilities secure employment. CRPs served 171 individuals in employment and non-work services, and the majority (over 70%) of individuals with disabilities served by CRPs are individuals with IDD (Metzel et al., 2007).

The agency has been around for years, servicing people with disabilities and allowing the people to be able to work at jobs suitable. MERS Goodwill is the second top rank non-profit agency in the St. Louis area. The aspects explored are the ends and out of the company, what it takes to receive services, and how the agency correlates with the fundamentals of human service. Major components about the agency such as the goals, challenges, target populations, funding, and policy legislations, will be addressed.
The review of her residual functional capacity along with her vocational profile exhibits that she is a candidate for Social Security Disability (SSDI). The multiple effects of the hemorrhagic CVA including her current cognitive functioning at an 80 percent level in combination with La Shaun being a person of advanced age according to the Social Security regulations demonstrate that she would be unable to learn a new position. Over six years ago La Shaun was awarded an Associate in Arts degree and her work history consist of semiskilled work in a sedentary setting. La Shaun’s current position as an IRS Claims Processor requires multitasking in a fast-paced environment with the ability to communicate clearly on the phone and in person. La Shaun would not be able to execute the required tasks required by her employer as La Shaun’s ability to communicate has been severely impacted as her dominant side has hemiplegia and her speech is slurred as a result of the stroke.
In future years the work we know and do will be changed. With current emerging technologies, such as the 3D printer, Wi-Fi, or mobile devices, jobs have already been impacted from what was done in the ‘olden days’ or before the introduction of these advancements. Three careers have been chosen to display how this information technology (IT) impacts on work, these careers being medicine, education, and journalism. They have been chosen based on how their careers have largely been positively impacted and changed because of these advancements. The examples below will demonstrate how IT has shown to be an overall positive addition to the work industry.
The Rehabilitation Act prohibits federal agencies from discriminating against any person(s) with a current disability or history of a disability. The ADA extends those regulations to private companies, employers, unions, public services and public accommodations. Employers are required to provide reasonable accommodations for applicants and employees unless it would create significant undue hardship for the employer. Harassment of any kind is also illegal by employers, employees, clients or customers

Studies show that serious injury exists as the second biggest reason vets struggled to adapt (Morin). Physical disabilities lead to unmotivated spirits to acquire employment, and easy routes towards destitution.
Arkansas Rehabilitation Services Division is a division of the Arkansas Department of Career Education which helps individuals’ overcome obstacles by focusing on their abilities rather than the disability. Arkansas Rehabilitation Services Division mission is to prepare Arkansans with disabilities to work and lead productive and independent lives. Arkansas Rehabilitation Services (ARS) include career and technical education and training, transition from school to work or postsecondary education, on-the-job training, and ancillary support services that clients may need for successful employment. With 19 offices statewide, including the Arkansas Career Training Institute in Hot Springs, ARS has counselors who serve each of the states’ 75 counties. ARS provides transitioning services for students finishing high school, assists those with special communications needs such as the deaf and hearing impaired and provides specialized assessment and treatments.

The population that I have decided to pursue are individuals with mental illness. Legislation can have a major impact on my career as well as the individuals we serve. According to the Ability Center, The Americans with Disabilities Act of 1990 (ADA) makes it unlawful to discriminate in employment against a qualified individual with a disability. The ADA also, outlaw’s discrimination against individuals with disabilities in State and local government services, public accommodations, transportation and telecommunications (Blanck 5). This document explains the part of the ADA that prohibits job discrimination. The U.S. Equal Employment Opportunity Commission along with State and local civil rights enforcement agencies, work to enforce this part on the law (Blanck). The law unquestionably improved the lives of people with disabilities in many ways, especially by enhancing their access to businesses and public places.
Deinstitutionalization has not proved successful for all intellectually and developmentally disabled persons, and without substantive investment and reform, thousands of those disabled persons may wind up without resources to care for themselves.
Disabled people who do manage to make their way into the work force tend to encounter numerous disadvantages such as advancement and on average earn around one quarter of the income of their able bodied counterparts (Barnes, Mercer & Shakespeare 1999, p.110). In addition, the majority of well paid, high skilled, and rewarding positions are commonly taken by non-disabled people (Barnes, Mercer & Shakespeare 1999, p.111).
