My fieldwork project focuses on criminal justice system specificity on the Kenosha Sheriff’s department. I approach this project with an ethnographic approach which is the scientific description of the customs of individual peoples and cultures and how this will impact the community. Personal values and cultural difference impact the interaction with other and their biases. The fieldwork focuses on the cultural difference, discretion, and discrimination of police and their interaction with the police. The way the person is raised during his childhood and the culture they are brought up in. In some situations, officers may end up violating constitutional rights of suspects dealing with search and seizures. This can create a problem because it can create a negative impact that tends to upset the community. Police officers are trusted in their ability to use their discretion to react appropriately to various situations. Discretion levels have changed throughout time and policies have been revised and implemented to set some controls on officers’ discretion power vs. policies. When I was interviewing a Lieutenant and some deputies I was asking question pertaining to police discretion and cultural views some of their response were what I expected that personal views do not play into discretion or discrimination. The questions I ask were does personal views or values impact your decision making? How does the culture of the community affect interaction with the people? Chief Ken Fortier was the type of leader that soon after he becomes appointed the city of Riverside, California wished they would have never chosen him to become their chief. Consequently, Riverside previously had problems before Fortier became elected. Therefore, after Fortier had served as Chief for two years, he caused more problems than himself alone could fix. Although, Fortier had some spectacular ideas his ideas were too late in the game.
Introduction Theoretical assumptions about diversity and contact theory inform the view that a more ethnically diverse criminal justice system will reveal a broader range of voices that can shape and influence policy and attitudinal changes for the better. The focal point of this essay is on the law enforcement branch of the criminal justice system. On 05/08/2014, Joey Brewer filed a report with the PCSO in reference to a vehicle being stolen from his car lot. Mr. Brewer advised responding deputies that a white male drove onto the lot in a red Ford Ranger (which was confirmed stolen out of Jacksonville) and asked to test drive a 1999 Gold Jeep (VIN: 1J4GW58S6XC565775/ Valued at $5000.00). Mr. Brewer allowed the male to do so and after three hours the male had not returned.
I would like to receive clarification on the what is meant by Bethan Loftus in Police Occupation Culture with the reference he made to the work of Skolnick who understood “police conservatism as a cultural response to the uniqueness of the job"(107). I understand this concept of police officers committing to traditional values as they are in line with many of the rules they must enforce. Discretion is the power of officials to choose among multiple possible courses of action; whether or not to give someone a speeding ticket, or give them a warning. Discretion is vital to the police. It is impossible for the police to arrest ever individual who commits a crime; instead, the police rely on their ability to use discretion: handing out tickets, warnings, etc. Discretion is important, but there are situations in which the administration has to limit the officers use of discretion. East Valley’s police department will implement policies that will require officers to make an arrest in certain situations.

According to the U.S. Bureau of Justice Statistics, departments that serve less than 2,500 people are 84.4% white and departments that serve millions are 53.4% white (as cited in Fifield, 2016). Notably, Over the years, a lack of diversity within law enforcement has become a pertinent issue. Notably, the underrepresentation of minorities within law enforcement influences the relationship between communities and law enforcement by engendering distrust with law enforcement. To say nothing of, underrepresentation of minorities have had many people question whether departments mirror a diverse community. Law enforcement must function as an element that consists of organized and civilized officers. The presence of police brutality is becoming more of an issue as society grows. The problem posed by the illegal exercise of police power is an ongoing reality for individuals of a disfavored race, class, or sexual orientation. Police brutality must be stopped so that police do not forget who they are serving – not themselves, but the public.
