The Navy has a tradition called the Tailhook convention, this is where Navy personnel meets up to discuss new weapons and developments. While the official events have a professional atmosphere, the social dimension - the “no-host” cocktail parties and all-night parties that take place after the official day did not. Historically, these parties proved to be an issue for attendees because of the sexual misconduct. Before the 1991 Tailhook convention, a letter warning the participants to be on their best behavior was sent out. In 1991, at least 90 men and women experienced sexual harassment and/or sexual assault (Violanti, 1997). The events that took place at the Tailhook convention show the exacerbated effects of Navy men’s inability to communicate or respect women or civilians. As shown, when a Naval officer says his tags give him the right to bite women and the lack of intervention when women are assaulted or support when they report. (Violanti, 1997). This shows that Navy men are unable to speak with others and that they have given themselves and excuse to treat others that they believe are not of equal status. Navy men also assume that women occupy lower position levels in the Navy, as seen when an employee of the Tailhook Association was assaulted. The harassment is particularly nasty display of sexism; the women were attacked as women. There is a clear assumption that women did not qualify for equal esteem with men – that they were powerless, and that they could be degraded through ridicule of their sex (Conrad, 1998). One way that the military could combat this would be a stricter screening process to get into the Navy. The military already screens for criminal backgrounds so they could also screen for sex crimes. Legal change must take place for widespread change by changing negative normative beliefs in the Navy such as beliefs about gender, sex, and culture. This cultural issue that has been perpetuated by an “annual tradition… to harass women physically and verbally” (Violanti, 1997). It has allowed for the demeaning behavior and attitudes towards women in uniform to exist. They need to have their policies and commitments translated into action. The Navy, took the first step in correcting this culture by distributing materials to inform members of what constituted as inappropriate behavior and by having officers educate others about what is appropriate, but it all needs to be translated into action (Conrad, 1998). One way to do this would be to change the rewards system to a performance-based one. This will create change and add credibility. If the military collects data on the number and proportion of people what are promoted breaking the data down by gender, race, and ethnicity while publishing it, that will give them more credibility and insight a change in the Navy. City of Houston Citation: 148 F. 3d 462 Date Decided: 1998 Facts: A female police officer, Williamson, sued the City of Houston under Title VII of the Civil Rights Act of 1964 in which she alleged she was subjected to sexual harassment, and thereafter retaliation for reporting the harassing behavior. The female officer further alleged the behavior created a hostile work environment. Williamson maintains she was subjected to sexual harassment in the form of sexually explicit comments and behavior after transferring into the division. The individual engaging in the offensive behavior was her male partner, Officer Doug McLeod. Williamson stated the behavior continued for eighteen months and was comprised of unwelcomed physical contact and humiliating comments about her body and her appearance.
Due to this over exaggeration, men are not able to create their own identity, which leads to serious gender and behavioral issues. This forced environment leads to women having to act differently as well because many people feel that “women are not held to the same standards as men” (Nicolas) Nicolas shows that the military environment affects women as well as men and forces genders to act in different ways. Gender is not universal but the military forces gender roles to be blown out of proportion. Women are not held to the same standards as men, which in our day and age should be unheard of. As women’s rights and treatment have become a significant concern in today’s society, there has been a specific interest in how accepted behavior evolves in the modern era. This concern is also relevant for the youth population, specifically seen in younger boys. Lisa Senecal believes that parenting has a major role in how men learn to treat women. In an effort to shed some light on the disrespect controversy, Senecal wrote an opinion piece titled, “Men must confront men who disrespect women. That’s the fight we really need.”

Be a Man and Do It. , the image of a youthful young woman was dressed up in a men’s Navy uniform stating that if she were a man, she would join the Navy. Not only is this type of propaganda a blatant form of using sex to get a man’s attention, but also a form of demasculinization/humiliation, motivation, and patriotism.

During this week, we have covered numerous topics, none more prominent than the oppression of women. Everyone had different opinions, allowing me to take into account different views on the issue. In one of the texts we examined, “Oppression”, Marilyn Frye, a philosopher, debates the subjugation of women. She states the cultural customs that causes oppression of women. I do agree with her view that women are oppressed, but I do not agree that it is just women.
Angela Davis demonstrates the ongoing violent abuse as she quotes a report on sexual maltreatment in women’s prisons, “We found that male correctional employees have vaginally, anally, and orally raped female prisoners and sexually assaulted and abused them” (Davis 78). However disturbing this blunt sexual contact that male officers take with the vulnerable prisoners may be, the officers adopt even more severe tactics to harass and abuse the women as they often utilize “mandatory pat-frisks or room searches to grope women 's breasts, buttocks, and vaginal areas...” (Davis 79). To add insult to injury, women are virtually incapable of escaping from their abuser(s). Prison employees upkeep their inappropriate behavior as it is believed they will “rarely be held accountable, administratively or criminally” (Davis 78).
Until recently, law enforcement was a man’s field. Now that it is a unisex role, more women are joining the field yet are still being treated unfairly. Sadly women in the law enforcement field are subject to sexual harassment and discrimination. Law Enforcement Publications and Conferences reveal “studies (that) have shown that women in policing are less likely to use excessive and deadly force. They are also less likely than their male coworkers to be involved in fights or acts of aggression on the job.”.

Sexual harassment and sexual assault are very serious issues happening today in the workplace. Women or men have suffered from unsolicited sexual behaviors that are typically provoked by someone “higher” in position. “Sexual harassment especially has been a fixture in the workplace since women began to work outside their homes” (Fitzgerald, 1993). It is solely the responsibility of the employer to ensure that all employees within are aware and are very cautions of laws, misconduct, and liabilities.
