Understanding Homeland Security for the State of Colorado
Introduction
There are many aspects to homeland security which include International, Federal, Local, and tribunal entities working together to address the various hazards and threats we face in today 's world. Each geographic location has its own concerns and priorities within the homeland security realm. The State of Colorado can achieve the process of mitigation, prevention, and preparedness using the various tools available and ensure a safer community. Understanding the overarching homeland security structure and concept and how it applies to the State of Colorado help establish continuity with the many supporting organizations available to address the state 's concerns.

Its five main missions and goals are to 1) prevent terrorism and enhance security, 2) secure and manage our borders, 3) enforce and administer immigration laws, 4) safeguard and secure cyberspace, and 5) ensure resilience to disaster (Bullock, Haddow, & Coppola, 2013). In 2010, the Obama Administration published the Quadrennial Homeland Security Review (QHSR) which defined the homeland security enterprise (HSE). The HSE consists of all those who share a common interest in homeland security, to include federal, state, local, tribal, territorial, non-governmental, and private sector entities sharing the responsibility (Bullock, Haddow, & Coppola, 2013). The following table identifies the operational and support components within the Department of Homeland Security and describes their specific function (DHS, 2015).

United States Citizenship and Immigration Services (USCIS) Manages legal immigration into the United States as well as those immigration functions previously handle by the U.S. State Department and the Immigration and Naturalization Service (INS).
United States Customs and Border Protection (CBP) Responsible for protecting U.S. borders and ensuring terrorist and weapons do not enter the U.S. while facilitating trade and travel in accordance with U.S.

These agencies include the U.S. Department of Agriculture, Department of Commerce, Department of Education, the Environmental Protection Agency, Department of Justice, Department of State, Department of Defense, and many others. Individual State and Local Agencies also work closely with DHS.
Colorado Homeland Security The Colorado Division of Homeland Security and Emergency Management was established under the Department of Public Safety in 2012 (State of Colorado, 2015). The Division includes the Office of Emergency Management, the Office of Preparedness, and the Office of Prevention and Security (State of Colorado, 2015). Its mission, vision, and values are to "prevent, protect, mitigate, respond and recover from all-hazards" through the development of a comprehensive Strategic Plan in synchronization with the DHS (State of Colorado, 2015, p.1). The State of Colorado has its own unique concerns it must address.

As a member of the Homeland Security Assessment Team for our organization, we will attempt to build a program that will allow us to meet the goals of our business plan as well as the needs of our Homeland Security Assessment that we will create from the results of our evaluation of our organization (Fisher, 2004). Congress gave many responsibilities for this department to handle, like the water system of the United States capital, handle the expansion into the west, take care of the hospitals, universities, handle the affairs with the Native Americans living in the United States, as well protect public lands. These were some of the purposes of why this department was created by Congress. It sole purpose was to handle the nation's internal affairs and make sure the people living are happy and taken well cared for. Some examples are the Interior's Mexican Boundary Commission, which created the international borders with Mexico. This was to help both nations on where their nation ends and so both of their military and police forces know where to stop at and not cross the border.
They are considered to be the front line of defense against illegal immigration. The CBP was created in 2003 and has three main principals that they follow. They are protecting the American people, protecting the national economy, and safeguard and manage the U.S. air, land, and maritime borders (CBP.gov). CBP is responsible for patrolling up to 7,000 miles of border that is just on land. In addition to the 7,000 miles of land borders, they also cover up to 95,000 miles of shoreline with the partnership of the United States Coast Guard (CBP.gov 18).
The NIMS provides assistance to each state, which allows them to be prepared for any possible emergency. The five components of NIMS provided a guideline that is used throughout an emergency whether it be Federal departments, State, tribal, and local organizations. Department of Homeland Security: Gaps and Fixes The Department of Homeland Security (DHS) had a colorful 14-year history. Many will say that the DHS has created a hulking bureaucracy and has placed or lumped together a great deal of departments that do not have any related functions. DHS currently suffers from a great deal of structural issues, but the Federal Emergency Management Agency, the Transportation Safety Administration, and the Immigration and Customs Enforcement are in dire need of Presidential attention. Today there are fifteen major TDPS Divisions: Administration, Criminal Investigations, Director’s Staff, Division of Emergency Management, Driver License, Public Safety Commission, Texas Highway Patrol, and Texas Rangers are the most popular divisions. The TDPS have strategies put into place to achieve the best public safety and homeland security in Texas. The strategies include sharing of important information in a timely and effecting manner by technology, to have proactive multi-agency operations, investigations and strategies utilized by data analysis and state intelligence based, and to fully implement local, regional and statewide disaster preparedness, response, and recovery plans for all hazards and threats. The TDPS mission is to Protect and Serve Texas. To actively protect and serve Texas the TDPS have goals to maintain this mission.
The Department of Homeland Security was designed to protect the United States borders and manage and regulate the flow of people entering and leaving.
