The purpose for conducting the survey is to collect information on the correlation, if any, between User-Friendly Budget documents and citizen participation in and understanding of local municipal budgeting. More specifically, the data collected will focus on how User-Friendly Budgets have or have not benefited local municipalities. The data to be collected will reveal whether the New Jersey Local Finance board’s requirement for local municipalities to create a User-Friendly Budget document has increased citizen engagement in the budget process. The survey data that will provide answers to questions such as: “Are more citizens attending budget hearings and or participating in the budget process since the new requirement?” and “Is the new requirement, helping municipalities focus their efforts on creating programs and spending money in effective ways?” and “Have local residents gained any additional benefits from or knowledge of the budgeting process?” The survey will also permit one to conclude whether the new requirement is a complete waste of time, not increasing citizen engagement and only creating more paperwork for local municipal officials, such as chief financial officers. …show more content…
By posting on or linking to a local municipal website, the survey respondents may not actually live in the target municipality and thus the responses may not be fact-based. Direct distribution of the surveys to citizens who are or who have participated in the budgeting process entirely avoids this negative draw back and insures that the survey respondents for a local municipality are actually citizens living in the municipality. Additionally this will increase the chance of citizen participation rate in the survey, as people are more likely to participate if they are being directly asked to complete the survey versus having to download off a municipality

The strategic plan for addressing prescription drug misuse in Rockingham County was a successful project for field based research. The strategic plan includes a logic model and action plan for Rockingham County Partnership for Success Grant and coalitions in Rockingham County to work together to address this problem. The logic model and action plan was completed by Chelsea Bullins, but is also a document for coalitions to use, contingent upon data sharing agreements. I don 't disagree. I just believe polls should provide the polling details before assuming it is a factual representation. Also, would be insightful to understand if the people who responded actually understood how business tax incentives worked. Councilor’s decision has an impact on the future generation so it is important for frequent consultation with community members, ward committee members, organised interest groups and different levels of government. Councillors must ensure that people have basic services necessary to sustain their lives. Promoting social development of residents is as important as helping to create employment opportunities at local level through infrastructure and developing programmes.

Second question was, why develop a plan for the assessment? Heaven’s response, “it allows community members to get involved with the process from the beginning. It will encourage both trust and support of the people of the assessment and other actions of the working process. Full community participation of the assessment plan can promote leadership from within the community and give voices to those who are having difficulties standing up for themselves”. An assessment is a great opportunity to use community-based participatory research, or research based on the people who are highly affected by the issue at hand.
