During the 2014 evaluation cycle Det. Thomas developed a strained relationship with some patrol officers, as he included irrelevant material in reports, in a manner to shine light on other officer’s deficiencies. He was instructed not to utilize narratives in that manner but document in memo form and advise. I was also provided information from the prosecutor’s office that they did not like Thomas’s approach with them in reference to warrants, or prosecution of cases, and the feeling as though he was trying to tell them how to do their job. It was then requested that all requests come from me in the communication process as they did not feel as though they would receive cooperation from Thomas. It was brought to Thomas’s attention about the strained relationship with officers and prosecutors. Some strategies were developed on how to go forward with creating a positive working relationship. He has been unable to develop a good rapport with the prosecutors as I was call in on a two hour meeting on June 30th. Again advised that Thomas is difficult to work with, they feel like he is slandering to others how they prosecute cases. He appears put out when trying to develop a strategy of prosecutions that Thomas may not agree with. His reports are confusing and difficult to read, but they do not feel comfortable going over them with him, as he does not seem receptive to what they have to say. On 5/25/15 Det. Taylor requested detectives to assist on a narcotic search warrant. Det. Thomas was not included. When I asked Taylor the reason why or the reason I believed he wasn’t. COMPLAINT This matter was opened by bar counsel on January 25, 2017. In or about December 2016, while preparing for hearing on B.B.O. File Nos. C5-14-0055 and C5-16-0008, bar counsel learned that the respondent, Laura Marshard, an assistant district attorney in the Cape and Islands District Attorney’s Office, had allegedly provided information concerning an ongoing police investigation to the target of the investigation. Bar counsel also learned that Marshard allegedly violated the Rules of Professional Conduct while handling a criminal complaint.
(Record (R) at 1) After Sergeant Meyers informed the San Diego Police Department of Officer Woodward, he again instructed him to not conduct a probation search on January 31, 2012. (R at 1.) On February 11, 2012, Sergeant Meyers requested the San Diego Police Department to conduct an investigation on Officer Woodward’s dishonesty because he had engaged in a probation search. (R at 1) Sergeant Meyers had told Officer Woodward that his primary function was to respond to calls for service and he ordered Officer Woodward not to perform probation or parole services.
However, the case was later dismissed because the District Attorney advised Dossey that the consent by Mrs. Sibley appeared to be coerced and thus the firearm had to be suppressed. Ms. Advocate did not receive any calls from Mr. Thomas family and went to investigate some more. She tried to get Mr. Thomas records from the court, but could not since she did not put a two weeks’ notice and was only a few days away from the trial. She did not investigate more for the sentencing proceeding, but instead worked on a multi million-dollar lawsuit. An Enforcer inquiry was conducted to determine if any members of the 110 Detective Squad ran the name "Shawn Thomas" from 2100 hours on 06/08/2015 - 2100 hours on 06/09/2015. The Enforcer Check revealed that two (2) members of the 110 Squad ran the name "Shawn Thomas", Det. Kelly and Det. Patel (formerly assigned to the 110th Squad). These two officers were subsequently added to this case as subjects with the allegation of DRV-Other for failure to take appropriate actio n in regards to an active I-Card.
My fieldwork project focuses on criminal justice system specificity on the Kenosha Sheriff’s department. I approach this project with an ethnographic approach which is the scientific description of the customs of individual peoples and cultures and how this will impact the community. Personal values and cultural difference impact the interaction with other and their biases. The fieldwork focuses on the cultural difference, discretion, and discrimination of police and their interaction with the police. Here is some history on the Sheriff’s department is the third largest law enforcement agency in the state of Wisconsin and operates the third largest jail facility in the state and the department meaning of “Pride Dedication Professionalism”
Considering the high crime in census tract 19 and the mission statement of the Boise Police Department (BPD) which is, “To Protect, Serve and Lead our Community to a Safer Tomorrow”, tapping into law enforcement resources is vital to reduce crime in the area. The Ada County sheriff office is within walking distance to the eastern and south-central parts of the tract with the BPD being a short drive from the area. The sheriff’s office is roughly a mile from tract 19’s border and is about a 20-minute walk. BPD is a little further at 2.5 miles from the tract 19 border which is about a 10-minute drive or a 50-minute walk. The BPD highlight 3 programs as effective crime prevention tools for communities.
From previous horrors to upcoming ones, Thomas will always remember why he is where he is, and why. More so, there is always a spark of rage and hatred inside of him waiting to be fueled, further motivating him to make sense of any situation that arises. Thomas’ close friends mean the world to him and he can’t stand seeing them get hurt, let alone dying; this results in him constantly checking up on the group and their overall well-being. Chapter 6 describes the policing issues and challenges that law enforcement agencies must face. Society sees police officers with typical traits of police personalities. Examples of traits would be cynical and authoritative. Usually, police officers are often questioned because of corruption and integrity. For instance, two common corruptions are occupational deviance and abuse of authority.
I have been involved in a number of activities in my placement at Wright Chambers, mostly to do with criminal matters rather than civil. I have accompanied Nick and a client to the Hindley Street Police Station. We met with Nick’s client and the client’s wife outside of the station and Nick gave him some brief directions about not saying anything, even if he believed it would help his situation. Remembering Kay Lauchland’s reading, I tried to establish a rapport with the pair, and build client comfort. Nick left the three of us for some time, and I spoke to the pair at some length.
Victor is an Indian living on a reservation in the Northwestern Unites States, he just lost his job and receives the grave news of his father’s passing, and needs to get to Phoenix to get his father’s body back to the reservation. The tribal council is in a financial crisis and is only able to give one hundred dollars, as he waits in line to cash the check he happens to see his cousin Thomas, an usual fellow who is known for his stories that no one listens to. Thomas approaches Victor with the proposal of giving him the money he needs to get to Arizona, but on the terms he gets to join him on his journey. Victor’s feelings toward his own cousin are more noticeable when he does not accept the offer right away, showing how the cousin’s relationship
Arresting communication: A Life Saving Tool Often funny, sometimes heartbreaking, and always informative, Jim Glennon’s book Arresting Communication introduces the reader to the concept of both verbal and non-verbal communication in the world of law enforcement. His down to earth approach makes it easy for a broad range of readers to understand these concepts. Anecdotal stories also help drive home the message that proper communication is key to keeping both a law enforcement officer and those interacting with them safe. The book is incredibly informative as much of this information likely will not be covered in a classroom or in a police academy, at least not as in depth as this book anyway. Early in chapter 1 of the book, Glennon states that 97% of arrests are made without the situation devolving to violence.
Harper Lee’s Go Set a Watchman gave readers the real insight to who Atticus Finch really was, he tells us that he was a segregationist, a bigot, a KKK supporter and most importantly a racist. He was not the civil rights hero as many readers suspect him to be. He did not volunteer to defend Tom Robinson and did not even want to get involved until the judge demanded him to represent Tom. Even then he still complained that "I 'd hoped to get through life without a case of this kind."
During the spring of 1987, Terry Mangan was offered the position of Chief of the Spokane Police Department (Sheingold, n.d.). Terry Novak, the city manager at the time, wanted someone outside of the agency to initiate change, beings how Spokane’s officers were complacent with their duties and objectives. Mangan’s first goal was to address the needs of the officers, who had substandard equipment and facilities (Cordner, 2016, p. 482). Mangan made the statement that “It became very evident to me that we weren’t going to go any place in this department with any community efforts unless we addressed some real fundamental needs. While most Americans hold at some sort of moral and ethical standard, Police officers and other forms of the legal profession should and have been held at a higher standard than the common citizen. People working in the legal profession are not only held up by the morals and ethics codes of their personal beliefs, religious, and social circumstances, they are held by the standards of the municipality and the opinions of their supervisors. However people are people and the examples and standards the Chief and other high ranking officers set, will trickle down and set an example for the officers under their command. These factors contribute to the need for the citizen review concept.
